Idea for a new horror film

There is a family, on an every-day housing estate. There are two sons (Ben aged 6 and James aged 9), a mum and a dad. The two brothers are playing dares with the older brother’s (James) friends, making fun of the little boy (Ben). They dare him to sit in the middle of the road until a car comes then quickly get out of the way. All of the boys are laughing at the youngest one while he is standing in the road. James notices that a car is approaching, but doesn’t warn Ben of the danger. Ben however is so scared and embarrassed from being given the dare, that he doesn’t move as the car comes round the corner. In the moment before the car hits Ben, James has the chance to save him, and help him get out of the way of the road. Instead, he says nothing, leading Ben to be struck down by the car, whose driver is on the phone, and have a fatal effect. The film then jumps 20 years on, and we see the house where Ben died, deserted and ruined, and the street that used to be full of life and colour, is now a ghost town. On the anniversary of his death, we see James being haunted by the ghost of his younger brother. Ben’s ghost is haunting his brother, and the driver of the car, because he blames them for his death. James finds family photos with his face scratched out, and “you could have saved me” written in what looks like blood on the walls. At the end, after the day has passed, James thinks that the terror of his dead brother has finished because the haunting ends. However, James’s wife shrieks about their youngest son. James runs out the front door to see his own child standing in the middle of the road, in a trancelike state. A car appears as if out of nowhere and James’s attempt to save his child from the fast moving vehicle fails. His son, who is the same age as Ben was when he was killed, also dies the same brutal death that Ben faced.
